Fix uneven saggy under eye – What procedures (surgical or non surgical) should I look in to?

I’m a young college student but since I was I was little I have had saggy under eye and one of them being noticeable saggy and darker than the other one. When I smile the same under eye has a bigger bulge. Its so uneven and it’s cause of great insecurity for me and I want an idea of what I can do to fix it What procedures (surgical or non surgical) should I look in to?
